Prishtina, May 19, 2026 – The American Chamber of Commerce in Kosovo hosted a Breakfast for Executives with the Director of the Tax Administration of Kosovo (TAK), Mentor Hyseni, bringing together representatives of the private sector to discuss the institution’s priorities, ongoing reforms, and legislative developments affecting the business community. The breakfast was generously sponsored by FLORI Diamonds.
During the discussion, Hyseni presented TAK’s strategic priorities for 2026, focusing on digitalization, taxpayer services, and legislative reforms. He noted that several draft tax laws had been included in the government’s legislative agenda; however, the dissolution of the Assembly has returned these initiatives to the beginning of the legislative process. Despite projections set by the Ministry of Finance, TAK has recorded an average annual growth of around 12% over the past five years and has already exceeded projections during the first quarter of this year.
A significant part of the discussion focused on TAK’s digital transformation agenda, including the implementation of the new Administrative Instruction on Fiscal Electronic Equipment, Fiscal Systems and Fiscal Software. Hyseni highlighted that the framework aims to ensure that software solutions used by businesses are secure, user-friendly, and adaptable to future legal and operational changes.
In discussing taxpayer services, Hyseni stated that TAK continues to prioritize a service-oriented approach, with the objective that 90% of taxes be paid through self-declaration. He noted that during the previous year, TAK provided approximately 150,000 services, including around 53,000 physical services, reflecting continued efforts to simplify procedures and improve services for taxpayers.
The discussion also addressed legislative reforms related to debt settlements and VAT reimbursement procedures, as well as ongoing efforts to strengthen institutional accountability and improve internal systems for debt collection and VAT reimbursement.
Furthermore, Hyseni informed participants that TAK is currently developing the B2C (Business-to-Consumer) platform, while work is also ongoing on the B2B (Business-to-Business) and future B2G (Business-to-Government) platforms, completing the broader fiscalization cycle and enabling digital invoicing.
The event concluded with an interactive discussion between member companies and TAK representatives. Participants raised concerns related to barriers businesses continue to face, including the treatment of losses and wastage, credit balances, and the need for policies that further stimulate investment-oriented capital.
