Prishtina, March 27, 2026 – The American Chamber of Commerce in Kosovo organized a work meeting with the Minister of Industry, Entrepreneurship, Trade and Innovation, Mimoza Kusari Lila, with the participation of representatives of the business community and representatives of the U.S Embassy in Kosovo.
During the meeting, Minister Kusari Lila presented the vision and program of the Ministry, placing particular emphasis on public policy priorities and the legislative agenda aimed at advancing the regulatory framework and creating a more favorable environment for doing business in Kosovo. In this context, she highlighted key projects, including the green transformation of industrial parks and the construction of new parks based on the principles of the circular economy.
One of the strategic objectives presented was to address the trade deficit through the protection and promotion of domestic production, including preferential treatment in public contracts. The Minister also presented priority laws that are in process or in planning, such as the law on price ceilings in response to crisis situations, the law on innovation and entrepreneurship, as well as the law on late payments, in line with the agenda of the European Union Growth Plan. The discussions also included other laws with a direct impact on business, such as the law on internal trade, the law on the quality of derivatives and the law on commercial companies.
On the other hand, AmCham representatives highlighted several priority issues for the business community. In this regard, a review of the fiscal burden on petroleum derivatives was requested in order to reflect current developments in supply chains and avoid market distortions. Also, the inclusion in the legislative agenda of a legal act that addresses technological losses, evaporation of goods and other losses that occur during operating processes was requested, with the aim of increasing predictability and fair fiscal treatment for businesses.
Another topic raised was the need for stronger support for the information and communication technology (ICT) sector, especially in terms of workforce development and addressing the skills gap, in line with growing market demands.
The Minister also announced the transformation process of the Kosovo Investment and Enterprise Support Agency (KIESA), which includes support for new enterprises, the empowerment of women and non-majority communities, and the operationalization of the Innovation Fund. The integration of dual vocational education was also highlighted as a key component for long-term economic development.
During the discussion, global and regional developments were also addressed, including the management of the oil crisis and options for Kosovo, steps towards the development of the defense industry, the simplification of the legal framework for the mining sector, as well as the need for advancement in the field of research and testing of technological solutions.
In conclusion, Minister Kusari Lila emphasized the importance of corporate social responsibility and expressed the Government’s readiness to build a sustainable and constructive partnership with the private sector.
